Make sure your gig tells people what they want to know. There is a lot of competition for what you do on Fiverr already, so it is a tough market to crack.

Does the Fiverr Trust and Safety Team have a good reason to pull your gig? Are you offering to help people cheat on school assignments?
Are you selling Minions videos or other intellectual property that you DO NOT OWN?
Are you familiar with the National Career Readiness Certification (US) or similar type certifications for your jurisdiction? US corporations need people who can certify for Gold. The ACT WorkKeys tie in nicely with the Preferred Skills portion of the WCIYP? Flower.

Also, you could read Influence by Robert Cialdini and Get Anyone to Do Anything by David J. Lieberman.

I try to do most of those, but I can’t maintain the star level if I have 0 orders, I have low rate cancellation, I respond quite fast, i stay on fiverr almost all day, (I keep the tab opened and I check on it every hour) How does participating in community give me orders?
