What is 20% fb text rule? Lets talk about this. I want to know what is it?

I don’t believe this rule applies on Facebook anymore. I think they removed their “you can only use 20% of your cover image for text” rule. You can no use as much text as you wish, so long as the cover image is still visually interesting, and not a pure ad banner.

Yesterday my client says to me he want a design according to above rule. Then I confused about it.
