90% positive rating to send buyer requests

Hi

I have 4.5 profile rating, 4.8 positive positive rating, still I couldnt send Buyer Requests. It says “You must have 90% positive rating to send buyers”, I have 90% in both. How to resolve this and be able to view and send requests?

The senior sellers kindly help.
