Build a good relationship and team

Hi,
I fiind it hard to build a team, with good freelancers.
First the communication goes fast when its about the Gig payment, most of the time its negotiation prices as its always the question whats your budget?
Instead of just putting out the price so you know what your are starting, would be a great plus if that gets improved.
Then you pay and you find your self chasing around.
Then when finally get the gig done, you wan to share statistics and findings on the done Gig and info and they are like gone with the wind.

Anyone experiencing this?
Im looking for a team: email marketing/sales writer, Bulk email sender, teks writer for newsletter.

Thats a good initiative.But sorry i am not an expert in this catagory
