It says I can no longer contact a user, so I made a new account and they said I was reported as spam by fiverr, does this mean I’ll never be able to message the person on my original account again? It’s not happened before.

I’ve bought 2 dozen gigs and this was the first time it happened.

The user has either blocked you or the user has been banned from Fiverr for breaking TOS.

so I made a new account a

Making a second account is against Fiverr TOS.
