I write a proposal and save it. Can copy paste the proposal in all 10 Buyer request?
Kindly guide me if there will be issue from Fiverr.

It depends on how you wrote it, if it the kind of proposal that can be used in all offers then there is no problem but you need to change it on a weekly or monthly basis to avoid being to common.

You can reply to multiple requests with the same proposal, but usually buyers don’t accept canned responses. Why don’t you take the time to actually write a custom proposal based on buyer’s request?
