You can not create another account. Neither with the same email not with a different one.
Banned permanently means PERMANENTLY.

What would be the point in Fiverr banning you if they would allow you to create a new account?
A ban means forever. That’s literally what the word means. In any case, Fiverr is very clear in their ToS that you can’t do this, which you evidently haven’t read.
