Can I use another account at the same windows version on a same PC

My previous account got banned due to me and my friend had shared IP connections and both of us gave same services , now, I want to create a new account on the same PC .

Now my question is ,

1. Do I have to Change my ISP?
2. Is it necessary to give install windows Newly?

Fiverr doesn’t want you to have another account nor do they want you asking for ways to try and get around this.

Unfortunately, you won’t be able to create any account for yourself. It’s not possible to maintain multiple profiles for the same person.

I have used Different G-mail, different number and different picture for this account, which are not similar to my previous account, Still Fiverr would be able to recognize me?
