Cancel PayPal Withdrawal?

There’s an option on PayPal to decline a payment. I was wondering if I can get the funds back on my fiverr account if I decline it? I need to use a different PayPal account.

As stated somewhere in the Terms of Service, all withdrawals are final.

Why not send from that same paypal to the new one, my thought.
