Cancelling a late order when seller's account has been suspended

The seller I was buying from had a tendency to be late with delivering, but the work was always good so I never complained. However, without delivering, this seller’s account has been paused and I’m not able to cancel the order. Does anyone know how I can do this and get my money back please? Is there a customer service email address or number? Please help.
