I have the same problem…
I hope that someone here will read this and solve the problem quickly… I am late on an order due to the buyer (not my fault) and I need the order to be cancelled ASAP.
Did you try submitting the ticket via App? Or try a different browser.
You can also try direct email to support@fiverr.com

May be clearing cache on your browser will be a help…
I haven’t faced a situation like this before though…
Neither clearing the cache nor trying with another browser did work.
