Clients are interested in telesales but don't know much about this strategy

I’m offering my telemarketing services from last 6years and most of the time clients came to me and said: “I want to buy your $5 package and if it goes well then will order on regular basis”. When I asked them, do you have a list for making phone calls? They answer “No”. Probably all the time they want to spend $5 and get the sale out of it. I want to ask the experience from other sellers is it possible for a telemarketer to bring sale for every business out of $5?
