Close old account and create brand new account

I have an existing account from sep-2017 but there are some technical errors So I want To create a new Fiverr account. My questions are:-

1: what should I do now to start up a new fresh account.
2: I have only 4 US dollar, what can I do with my dollar.

I have faced that kind of problem. You have to delete your old account. Set up windows on your pc then after complete windows set up you can open you fresh account.
