I’m from Australia and clicked on a link, but it said I can’t apply as I am outside the US, bummer!

Reply to @sue_mcl: You can contact paypal, and let them review your account manually. If you are an active paypal user, it should not be a problem.

Yes, I actually recently spoke with a representative at PayPal on the telephone, and they said they often approve accounts outside of the USA. Just contact them if you are outside the U.S.
