Email said work delivered, received a thank you message with nothing attached

I ordered a logo design. I got the email that the work had been delivered, but there is nothing attached to the message to download. I have messaged the designer a few times and haven’t gotten a reply. I am not sure what to do from this point. I am unable to cancel the order. It has been a couple of days. Is there a way to report these types of things when a seller takes the money so that fiverr will step in and manage the transaction to ensure that it is resolved as soon as possible and so that both parties are satisfied.
