Fiverr is denying my gig because apparently it’s offering to do someone else’s homework, but I’m not. I’m just offering proofreading services.

I am a retired teacher. Part of the score a student gets when they write essays is based on conventions and grammar. If you proofread their work for them then you are doing their homework for them.
Not only that when you signed up for Fiverr you checked a box that said you had read TOS.
FYI – TOS states:
Third-party TOS violation - By taking part in doing someone else’s academic work (which will likely be submitted as the student’s own work) you are actively taking part in a violation of the integrity code of most, if not all, schools and academic institutions. This behavior can lead to the suspension or expulsion of students. Fiverr does not allow taking part in such fraudulent activities.
Reading and following all TOS will help you stay out of trouble on Fiverr.
