Forwarding Manuscripts

I have been trying unsuccessfully, to find an artist to illustrate my children’s books. I sent my manuscript to a seller on Fiver, now that seller tells me they are too busy to do my illustrations. My question is; Am I supposed to send manuscripts to illustrators? , and am I protected against plagiarism?
