Getting 1st Offer for Seller

I recently came to know by surfing on fiver that one of its users got the first offer in 15 days. Probably it should be sooner & when you send an offer there should be a reply, wether you get an answer for your sent offer is on choice of buyer if it is. Fiverr is transparent. Also there is a particular time frame or not on getting your first offer… i.e, you send an offer in how much time the buyer gets what he wants…any answers for that???
