You are clearly begging. We are mostly sellers here. We are not going to buy from you, nor are your customers likely to be located here. Research to determine where the people who need structural engineering work are located, and go to those places and convince those people to hire you. I doubt any of us, here on the forums, have any need of structural engineering work.

Know your audience. Know your consumer base. And don’t beg for orders… begging will ruin your reputation as a seller here on Fiverr.
