For the promotion feature on the main site you need be at least level 2 (or level 1 maybe, if you’re close to level 1) and have a gig in a category that supports it as well as other criteria.
You can promote your gig on the forum by creating a topic for it in the “my fiverr gigs” section.

Gig promotion feature is available to eligible sellers, may be you need to work on your performance to get this feature on your profile.
