Speak to Customer Services? They may be able to put it right for you.
Fiverr’s system wants you to list your real location, not one that you’ve chosen through VPN. If you have some unusual situation, you might be able to prove your USA citizenship to get them to set it manually. Circumventing the system can be a problem, otherwise.
Tell customer support you are really in the US or wherever. They will help you.
