You cannot. The forum is not the place to find orders. If you do feel the need to post your gig links, you are only allowed to do so in the “My Fiverr Gigs” category. You are not, however, likely to get orders by doing so. Your target customers are not forum users.

No, you cannot. The only people who will likely be hiring you are your target customers. If you wish to be successful, you will need to figure out who these people are, and then go to wherever they are located, and convince them to hire you. Once again, they are not likely to be here on the forum.
