Gigs are allowed according to the level. You can check here … As a new seller you can create 7 gigs.

you have to verify and see how many of them you have according to your level of seller

You’re level 0, so you can have 7, so yes you can add another 2.

As @smiler3d advised you may have 4 skills but you can only create 2 more gigs!
