You’re looking at this from the wrong angle: it’s not about the number of orders, it’s the number of cancellations.
To have a whole 100% order completion, you must not have any cancellations in the last 60 days, period. It’s not important how many orders - it’s important that you don’t have any cancellation
To find out the ideal percentage for your category, go to your Analytics page and there’s a text that says something like “High performing sellers in [CATEGORY] complete at least 98% of their orders”.
