From the TOS:

Fiverr will not refund payments made for cancelled orders back to PayPal. Funds from order refunds are returned to the buyer's balance and are available for future purchases on Fiverr.

Reply to @vedmak: No. Its just one balance. If you’re a buyer who paid for a gig, and it was cancelled, the balance would be $5. If you’re a seller who had a $505 balance, bought a gig ($500), had it cancelled, then your balance would say $505.

Reply to @vedmak: No, the funds stay in Fiverr there is no way to withdraw deposited funds.
