How to discuss order amount with buyers

Should I tell the buyer my remuneration amount at first, after discussing about the job, or should I wait for the buyer to tell me how much they are willing to pay.
Also, I have done both these ways, but many times I get no response and order from the buyers.
Please suggest how to go about with such kind of situation.

I think it’s all individual. There are no exact rules on how to proceed
