There is a simple logic behind.
Try to find the buyer main requirement and just tell him solution and your offer in proposal.
Avoid long and unnecessary words in proposal that could make buyer bored.

And that is exactly what you should do. There is no template that will get you offers. Only your communication skills and how well you understood clients requirements will help
