How to send order

I am a seller on Fiverr. I have joined Fiverr three months before. I haven’t received single order yet. 2 days before I have sent proposal to buyer through buyer request. Buyer was ready to work with me. He asked me to give order. I replied to buyer that I had already provide you proposal against you request. After that buyer didn’t discuss further , and I loose that order. Is there any way to send order to buyer against buyer request. Please suggest.
