Nope, there is no ‘brief’ for the rules. All the rules apply, all the time, and the only way to know them is to read them, in full, yourself. This includes the linked portions like ‘Payment’ and ‘Standards’ sections, as well as many things in the Help Center. There are also additional rules that have only been found due to contacting Customer Support, such as the ‘no stars on images’ rule. These are often only known if you spend a LOT of time reading the right forum threads.
