Recently I completed level 1 seller all requirements. But still, i didn’t get the badge. Why this is happening?
Same, because if you read well, it is written that it is refreshed every 15th per month.
So february 15 we both get our badge.

When is “recently”? If it was after the last levels evaluation, which would have been January 15, you would need to wait until the next evaluation on February 15.
