If I permanently disable my Fiverr account. Then I will create a new Fiverr account. Can I add my old Payoneer account to the new Fiverr account?

No. You have to have a different email and payment method.

Now, you could go through customer service and ask them if you can close your account, create a new one and use the same information - but, on your own, no, I wouldn’t do that. You would be risking your new account being shut down for opening more than one account. (even though one is disabled or deactivated)
