I want to deactive my current Fiverr account. My account is not closing because I have 0.50 cent. Please help me.

Asking to return or withdraw funds before closing. I have another account so want to close it.
If my account is permanently deleted, can another account be used on the same computer?
Multiple accounts are against the ToS, so you risk loosing one or the other (or all, if you have more than the two).
That you are trying to comply is good, but you’ve put yourself in a bad position here. I’d normally advise you going to CS and asking directly for help in closing the account, but as you are in violation of the ToS, if you approach them, they might ban the wrong account.
The proper steps for creating a new account, when you already have one, include contacting CS first. You may have to contact CS anyway. If so, start by admitting you were wrong*, apologize, and say you are trying to do the right thing: trying to fix your mistake, and that you need some help. Be VERY clear which account you want to delete and which account you want to keep. Stay polite, stay professional, don’t ramble and stick to the facts, and thank them for their time and attention.

So, you’ve broken two Fiverr rules.

Fiverr reserves the right to require users to go through a verification process in order to use the Site (whether by using ID, phone, camera, etc.).
I have to say this is not looking good for either you or your sister.
I do not run my sister’s account. My sister will now work with my computer. Because my account feedback is not good.

You also need to admit that you were not up to the standards Fiverr expects from it’s sellers.
As for your sister, if she is doing well, and is offering different services than you did, then there’s no real need to officially close your account. Though you should still contact CS, so as to inform them that two people are/were working from the same computer, as a precaution.
My sister has not logged in with my computer yet.I wants to close my old account before then. So that there is no problem in my sister’s account.
So contact CS and say that you want to let your sister (who has her own account and services) use your computer.
