Google Pagerank is no longer a statistic known to the webdesigning world. Google has retired the stat, and no longer displays them to the public. Therefore, there is no possible way that you can deliver ads on “top High PR Site”.

I recommend that you update yourself on how things work in the online world before you offer services for outdated methods.
