If we promote our GIG using auto website rotates or auto-surf sites

i have a question for all of you.
If i use Auto Surf or Paid to click sites to promote my GIGs then is this legal in Fiverr or not.
I am level 2 seller and Fiverr Anywhere is also activated for Level2 sellers (as i know).
