Instrumental expected with voice overs for ads?

I’m new to fiverr and well, I’m still figuring this whole thing out in regards to what customers expect here.So my question is: when delivering voice overs for commercials/ads am I as the talent expected to add music to the script or is this the responsibility of the customer?
