Leveling up as a new seller

Ohayo, I have a question please about leveling up as a seller. Do you need to fullfil all the conditions (( time, number of orders, budget, and no reports)) or is doing couple for them is enough? Because honestly I find it hard for new sellers to reach that amount of budget to become lvl1 seller .-.
