Make offers to buyers request

I have replied more than 750 buyers requests and made my offers but i have completed ONLY 25 Projects. can some experienced seller HELP me to find my Mistakes. what are the things that we need to think when we place the Offer to attract the buyers. PLEASE HELP!!
