My account got disabled permanently. Can I create a new Fiverr account on the same pc? What should I do with Payoneer. Can I link my new account to earlier Payoneer account? Please help me.

As you’ve got your old account suspended. Creating another account will make fiverr delete the new account as well. Contact fiverr support they have the detail explanations regarding this.

My account got disabled permanently.

Users with disabled accounts will not be able to sell or buy on Fiverr.

The above is from the Terms of Service at the bottom of the Fiverr main page.

Any new account will likely be disabled also.
