New to this site - need help

I am new here and have 2 questions. First, when it asks for how long to deliver my item, if I am shipping a physical item, does that mean when the person should receive it? I know the P.O. dates vary, so do I just add a longer time frame which will include my making the item as well as shipping? Second, do I need to ship internationally? or is there an opt-out for international shipping? I have never shipped overseas, and have absolutely no idea on how much to charge.
