I would say that you can market your price point at whatever you want.
I regularly have special prices I offer only to repeat clients, by sending them a bespoke order request that is cheaper than my regular Gig price.
Perhaps, you should word in your Gig description that discounted / special rates are available on request, and to reach out to you for a custom quote before placing an order. Personally, that’s what I would do in your position.
But ultimately, if you’re making use of the 3 different package options; you could simply reflect this in the prices of them and notify your buyers in your Gig description of what saving they will receive by selecting that package. You could even highlight the saving in the package description also.
