I had a fiverr account that was linked to my payoneer acccount but it was restricted.
Now I created a new fiverr account, can I link the new account to the payoneer account I was using with the restricted account??
Did you get CS’s permission to open a new account? They often do not sellers with restricted accounts begin a new account. 
But the restricted account no longer exist. And it took a long while before creating another one.
The e mail address on the payoneer account is it the same as with either the old or new Fiverr account?
I think, it will be rick free if you use new payoneer card
