Payoneer withdrawal fee?

Does anyone noticed that while withdrawing from payoneer deducts 3$ as a fee ? I see some threads about payoneer card but not sure from where I can apply for that or what are the benefits and if it’s worth to have it instead of directly withdrawing on payoneer ? Can someone enlighten me on this pls?
