Pending Balance withdrawable when banned?

Now, I know all of that 90day stuff and after 90 days any balance remaining will be withdrawable. Now, if pending balance takes about 2 weeks to unpend, does that mean the pending balance I had before getting banned will no longer be pending after 90 days or will it just pause, and not be withdrawable, cause I heard you only get 24 hours to withdraw the remaining funds once appealed.
