Plagiarised work in portfolio's

Hello, I made a new account a week ago as I’m looking for a children’s book cover designer.
Browsing through freelancer’s work I found numerous plagiarised work in different portfolio’s.
Why is this allowed here? It doesn’t really create a professional feeling or give the confidence to make an order.

As with any other marketplace, there are going to be people who attempt to lie and cheat to get ahead. If you spy work that is copyrighted by someone else or plagiarized, don’t be afraid to report the offending gig. A link to the source image will allow customer support to verify that plagiarism has indeed occurred.
