Hi, Can I create a new fiver account selling same services from same laptop by logging out of current fiver account (don’t wanna delete it) and clearing all data and cache from browsing app and then creating a new fiver acc with attaching new email, payment methods on same internet connection ?

No you can’t do that its against the terms.
No!!! Your account will be banned. I strongly suggest you read every single word of Fiverr’s TOS before you do anything.
