I’m not sure I understand, but I think you are asking if you can pay Fiverr to get more than 10 tries at buyer requests. If that is what you mean, the answer is no.

Uninvited offers are usually considered spam and this will very likely backfire on your reputation. It can do more harm than good.

If you only send offers to people who did a request than you can make more sales indeed.

It can happen that you’ll find a buyers request for an offer in the buyers request section. Most of the entries there, however, are offers and spam by people who don’t understand the system, what makes this section quite useless.
