Use of Fiverr app on cell

one of my friends was using fiverr, who recommended me to create a fiverr account. After some time he told me that his account was banned, so created a new account, he was also using fiverr mobile app, now he wants to know if he used the same cell phone again on which he was using app, will his account get blocked as he was using it for the older account.

May be there was any ip conflict
You are not allowed to create or maintain multiple account on same ip
