Why am I not a Top Seller yet after 3 manual evaluations?

I have been ready for top seller badge for the third time now and still not good enough, I got the same generic response without any real indication on what should be improved.
I’m wondering how Am I going to improve if I don’t know where I am going wrong?
Is this normal?
Anyone else feeling left in the dark like me?
This feels unfair, especially that no one contacted me about this.
