Hi I have a balance in my Fiverr account that was reimbursed to me but I won’t let me withdraw. How can I withdraw my balance?

Typically you will have to wait two weeks for it to clear.

If you are higher than Level 2, the clearing wait is 7 days.

It should be explained in the Fiverr ToS.
