Wordpress is a smart and responsive CMS i have ever seen.I think, for menu section wordpress is the best.In wordpress you can create different kinds of menu such as main menu, header menu, sidebar menu, footer menu, custom menu and etc.An admin can update and control the whole menu in admin panel easily.An admin can create sub menu with drag and drop system.
